One of the most important areas of the Russian state's military and social policy is the normative consolidation and practical implementation of additional social protection measures for military personnel who perform tasks in the context of armed conflicts. The need for such measures is evident: military personnel perform tasks that involve risks to their lives and health, and it is clear that these risks should be at least partially compensated by additional benefits and social guarantees.

This problem became particularly acute in early August 1999, when Russian troops launched an active campaign to eliminate bandits and terrorists who had invaded the Republic of Dagestan.

It should be noted that by the beginning of the hostilities, there was already a certain regulatory framework in place that provided for additional guarantees for military personnel serving in the region. Since 1997, a portion of the troops stationed in the North Caucasus has been included in the Temporary Operational Group. Additional guarantees and compensations for military personnel of the troops that are part of this grouping are regulated by the Decree of the Government of the Russian Federation No. 535 of May 7, 1999 "On additional guarantees and compensations for employees of internal affairs bodies and military personnel performing tasks as part of the Temporary Operational Group of Forces in the territory of the North Caucasus region". This resolution provides for the following additional social protection measures::

- military personnel serving under contract as part of the Temporary Operational Group receive one and a half times the salary for their military positions and ranks;

- military personnel serving on contract, who are sent from remote and harsh climatic areas to carry out tasks as part of the Temporary Operational Group, receive increased salaries for their military positions and percentage allowances for their service in these areas;

- military personnel who are conscripted and assigned to the Temporary Operational Group are paid military salaries in the amounts provided for military personnel who are contract servicemen in positions that are to be filled by soldiers, sailors, sergeants, and warrant officers, as well as monthly allowances and monetary payments in the amounts provided for military personnel who are contract servicemen, as well as a one-time allowance upon dismissal from military service in the amount of two military salaries received;

- families of conscripted military personnel who have gone missing while carrying out tasks as part of the Temporary Operational Group are paid monthly salaries for their military positions in the amounts provided for contract military personnel in the same positions;

- counting one month of military service as one and a half months of military service for the purpose of assigning a pension to contract servicemen who perform tasks as part of the Temporary Operational Group, and counting one month of continuous treatment in hospitals and other medical facilities as one and a half months of military service in the event that these servicemen are injured, shell-shocked, maimed, or ill as a result of their direct participation in the tasks of the Temporary Operational Group;

- providing contract servicemen who are part of the Temporary Operational Group with free meals according to established standards, while maintaining the current procedure for providing them with food rations at their permanent duty stations.

Given that troops from other regions of the country began to arrive in the Republic of Dagestan to participate in combat operations, the Government of the Russian Federation issued a decision on August 20, 1999, extending the additional guarantees and compensations established by Government Decree No. 535 of May 7, 1999, to all military personnel involved in maintaining law and order and public security in the Republic of Dagestan.

The same decision of the Russian Government establishes additional payments for military personnel who are directly involved in combat operations, in the amount of 810 to 950 rubles (depending on the category of the military personnel) for each day of participation in combat. In addition, it is established that the time of actual participation in combat operations is counted as seniority (work experience) for the purpose of assigning pensions, at the rate of one month for three months.

During the fighting in Dagestan, more than 400 military personnel were injured. In response, the government has taken a number of measures to provide financial assistance to the families of the injured soldiers. According to Government Order No. 1294-r dated August 25, 1999, the government covers the expenses of two family members of an injured soldier:

- for travel from the place of residence to the place of treatment of military personnel and back, at actual expenses, but not exceeding the norms established for military personnel serving under contract for free travel. This benefit is provided no more than once during the period of treatment;

- for renting residential premises, for accommodation in hotels and dormitories, at actual expenses, but not exceeding the standards provided for military personnel on business trips;

- to provide financial assistance in the amount of daily allowance for travel and actual stay at the medical facility.

Unfortunately, no war is without casualties. Many Russian soldiers laid down their lives in the Caucasus Mountains, defending the territorial integrity and state system of the Russian Federation. It is the sacred duty of the living to care for the families of the fallen.

To this end, on August 25, 1999, the Government of the Russian Federation adopted Resolution No. 936 "On additional measures for the social protection of family members of military personnel and employees of internal affairs bodies who directly participated in the fight against terrorism in the territory of the Republic of Dagestan and died (missing) in the performance of their official duties". This decree establishes the following additional guarantees and compensations for the families of servicemen who died in Dagestan after August 1, 1999::

- priority housing provision for families that were not provided with housing according to established standards at the time of the serviceman's death;

- payment of a monthly allowance of 2 minimum wages to the children of deceased (missing) military personnel (this allowance is paid to the children of deceased contract military personnel by the military commissariats at their place of residence; to the children of deceased conscripted military personnel by the social protection authorities; and to the children of missing military personnel by the military units where the military personnel hold regular military positions);

- payment to the families of missing military personnel of the monthly salaries due to these military personnel;

- annual provision of free travel tickets to children's health resorts for the children of deceased military personnel. In case of non-provision, payment of monetary compensation;

- priority provision of places in children's health facilities for the children of deceased military personnel;

- providing needy spouses and parents of deceased military personnel with free tickets to sanatoriums and other health facilities of the Russian Ministry of Defense;

- free travel for 3 family members of deceased military personnel to and from the burial site;

- free travel for one family member of a deceased serviceman once a year to the burial site and back.

The procedure for granting these benefits and social guarantees is defined by Order of the Minister of Defense of the Russian Federation No. 392 of September 5, 1999 "On additional measures for social protection of family members of military personnel who directly participated in the fight against terrorism in the territory of the Republic of Dagestan and died (missing) in the performance of official duties".

In addition, a number of measures have been taken to provide financial assistance to relatives who arrive at the Central Laboratory for Medical and Forensic Identification of the Ministry of Defense of the Russian Federation (Rostov-on-Don) to identify the military personnel who died while carrying out counter-terrorism operations in the Republic of Dagestan. In accordance with the instructions of the Chief of the General Staff of the Armed Forces of the Russian Federation No. 180/1/401 dated September 2, 1999, the following additional compensation has been provided to the relatives of deceased military personnel who arrive to identify them:

- payment of travel expenses in accordance with actual costs, but not exceeding the standards established for military personnel serving under contract, from the place of residence to Rostov-on-Don, and back, for no more than two family members of the military personnel who are summoned to identify the deceased. These expenses are reimbursed by military commissariats at the place of residence based on the summons and relevant supporting documents. If necessary, an advance payment for travel may be issued;

- accommodation of these family members of military personnel who have arrived for identification in dormitories and hotels of the Ministry of Defense of the Russian Federation. Payment for their accommodation is made in a centralized manner according to actual expenses, but not exceeding the standards provided for business trips;

- free meals for these individuals at the Central Laboratory for Medical and Forensic Identification of the Russian Ministry of Defense through the military units' canteens.

The provisions of the legislation on compulsory state insurance for military personnel and their families apply in full to combatants who have been wounded in Dagestan, as well as to the families of deceased military personnel.

In accordance with Article 18 of the Federal Law "On the Status of Military Personnel", the Federal Law "On compulsory state insurance of the life and health of military personnel, citizens Called up for military training, ordinary and commanding personnel of Internal Affairs bodies of the Russian Federation and Employees of Federal Tax Police Bodies", as well as Government Decree No. 855 of 29 December 2014. July 1998 insurance coverage payments are provided:

- in the event of the death of a contract soldier, each member of his family receives 25 salaries;

- family members of deceased military personnel who served on conscription are paid 25 minimum monthly salaries for military positions at the first rate category, which is provided for military personnel serving on contract in positions that are to be filled with soldiers, sailors, sergeants, and warrant officers;

- in the event of a serviceman's disability due to an injury, the following payments are made: 75 salaries for a group I disabled person, 50 salaries for a group II disabled person, and 25 salaries for a group III disabled person.

- if a soldier is seriously injured, he will receive 10 salaries; if he is lightly injured, he will receive 5 salaries.

- in the event of early dismissal from military service of a conscripted serviceman who is recognized by the military medical commission as limited fit for military service due to an injury, he is paid 5 salaries.

In addition to these insurance payments, Article 18 of the Federal Law "On the Status of Military Personnel" and Order No. 55 of the Minister of Defense of the Russian Federation dated February 2, 1999, provide for the payment of one-time benefits to military personnel and their family members:

- in the event of the death of contract servicemen, their family members receive a one-time allowance of 120 salaries in equal shares;

- in the event of the death of conscripted military personnel, to their family members

families receive a one-time allowance in equal shares of 120 minimum monthly salaries for military positions at the first rate category, which is provided for military personnel serving under contract in positions that are to be filled with soldiers, sailors, sergeants, and warrant officers;

- upon early dismissal of contract servicemen from military service due to their recognition as unfit for military service as a result of an injury, they are paid 60 salaries;

- upon early dismissal of conscripted military personnel from military service due to their recognition as unfit for military service as a result of an injury, they are paid 60 minimum monthly salaries for their military positions, according to the first rate category provided for contract military personnel in positions that require the recruitment of soldiers, sailors, sergeants, and warrant officers.

The operational work on the regulatory consolidation and practical implementation of additional measures for the social protection of military personnel participating in combat operations and their family members will continue, as it is an integral part of the moral and psychological support for the actions of formations, units, and formations involved in carrying out tasks in the context of an armed conflict.
