In the context of the formation of a new model for the development of the world economy, transport is an instrument for realizing national interests and ensuring Russia's entry into the world economy as a full-fledged partner. The Center for Energy and Transport Studies of the Institute of Oriental Studies of the Russian Academy of Sciences (CETI), approved in 2010, conducts coordinating work within the Institute-wide Problem Group on Transport, which includes representatives of several departments and centers of the Institute. Work on this issue is mainly carried out in the following areas: economic problems of transport development in individual Asian countries; transport integration of the SCO member states.
The first significant printed works, which were written by all employees of the group, a number of employees from other departments of the Institute of Transport of the Russian Academy of Sciences and departments, institutes of the Russian Academy of Sciences, were collections of reports based on the materials of the "round table" held by the Ministry of Transport of the Russian Federation and the Eurasian Transport Union (of which the Institute of Transport of the Russian Academy of Sciences became a member in 2005) (Bulletin of the Eurasian Transport Union Issue 1-2, Moscow, 2005. "Russia in the MTK system: current state, problems, prospects" and " Transport Strategy and economic growth of Russia. Russia in the formation of a unified transport system of the Eurasian continent").
The latest collection includes reports of the ninth International Economic Forum "Economy and a Decent Life", held in St. Petersburg in 2001. In their speeches, it was stated that transport is an effective tool for geo-economic and geopolitical positioning of Russia, the most important basis for integration processes in the Eurasian space. Transport should not only meet the full demand for transport services from the Russian economy and its neighbors, as well as foreign consumers, but also develop ahead of schedule and be a catalyst for economic processes. In Russia, the main directions in the development of the transport sector were laid down in the Transport Strategy of the Russian Federation until 2020. For successful implementation of tasks, the state forms transport policy: improvement of tariff policy, legislative support, development of technologies, creation of new mechanisms for attracting investment, etc.
The annual message of the President of the Russian Federation to the Federal Assembly contains the tasks of parallel development of transport and transport infrastructure, including the development of a network of federal roads, ports and specialized vessels, railway lines, stations and rolling stock, and the concentration of state resources for expanding transport, telecommunications and energy infrastructures, including the creation of transcontinental corridors. In this regard, studying and applying in practice the experience of the development and functioning of the transport sector in the countries of the Near and Far East (Japan, China, Southeast Asia, India, etc.) can be very useful for Russia. To this end, the work of the transport group of the Institute of Information Technologies of the Russian Academy of Sciences conducts international scientific and practical conferences, publishes collections of articles, collective and individual monographs.
The biannual Baikal Economic Forums (Ulan-Ude, Irkutsk)are of great importance for the tasks set. Thus, based on the materials of the forum in 2009, the book "The role of Siberia and the Far East - a necessary condition for Regional Economic Growth" was published (Moscow, 2010). The paper examines: issues of development of the Baikal region in Buryatia, international transport corridors of the region, road transport innovations for the preservation of Lake Baikal, new generation transport as a factor of investment and tourist attractiveness
Buryatia; strategies for innovative development of transport and logistics, taking into account the prospects of transport engineering, including automobile and railway, ship and aircraft construction, and new generation vessels. Foreign experience in improving the efficiency of transport and related industries is taken into account. Measures of legislative support for transport in the conditions of the Baikal region and economic justification for the implementation of transport projects are outlined.
These and similar topics were presented in the speeches of the employees of the IB RAS group: L. F. Pakhomova "Modernization of transport infrastructure in Southeast Asia"; I. Yu. Avdakov "History of Asian Railways development and prospects for extending the Trans-Siberian Railway"; L. B. Aristova "Tourism of Kazakhstan as an innovative sphere of the economy: recreational opportunities and the brand of the Great Silk RoadO. V. Malyarova "Optimization of management of the development of economic sectors in the transition period: problems and successes of India".
Taking into account the special importance of the energy sector for Russia's interests, the Center conducts research in the following main areas::
* analysis of a number of industry and regional parameters of the Chinese economy, in particular the energy sector;
* tracking China's external economic expansion in the global energy sector;
* study of trends in the investment policy of the PRC as one of the most important factors of economic growth, as well as structural changes in the Chinese economy and the effectiveness of the strategy to stimulate domestic demand;
* monitoring changes in the energy balance of the PRC related to the introduction of new energy sources, prospects for switching to non-conventional sources, in particular natural gas substitutes (shale gas);
* assessment of the situation on the markets of individual energy resources, making forecasts of their consumption in China;
* study of energy conservation and environmental issues in China;
* identification of favorable and unfavorable factors for expanding cooperation between Russia and China in the energy sector at the interstate, corporate and regional levels;
* preparation of materials for forecasting a number of significant issues for Russian politics and business, including the assessment of the investment potential of bilateral cooperation and the movement of prices in regional and global markets under the influence of the Chinese factor.
CETI IV RAS conducts scientific research on the energy problems of the regions of Central Asia, China and the Russian Federation in the relationship of economic, political, technological, commercial aspects of the Asian energy market, as well as the transport sector of the economies of the region and the east of Russia.
The Institute of Oriental Studies (CETI and other departments and centers), together with a number of academic institutes, industry research institutes and research and educational complexes, the Eurasian Transport Innovation Center, has been holding international scientific and practical conferences "Transport and Industrial Potential of the Caspian region countries: state, problems, Prospects for Integration" and "Free Economic Zones" twice a year since 2011. zones on international transport corridors are centers of intensive regional and sectoral development." The international conferences are attended by well-known experts in the field of energy and transport research, experts in economics, management, innovations in the energy and transport sectors not only from the Russian Federation, but also from Kazakhstan, Germany, Poland, China, Uzbekistan, and Ukraine.
The main issues for discussion were: development of international transport corridors in the Caspian region; water transport strategy of the Caspian littoral states; development of railway infrastructure; development of pipeline infrastructure; transport and opportunities for regional tourism development.
The main block of reports of the conference was divided into three sections: "The Caspian region in the system of MTCs and logistics centers", "Prerequisites for the development of the water transport system of the Caspian region", " Transport: innovations in technology, economy. Tourism".
Second International Scientific and Practical Conference "Transport and Industrial Potential of the Caspian Region Countries: State, Problems, Prospects of Integration"
Held on May 25, 2012, the industrial potential of the Caspian region; alternatives to using the raw material potential of the Caspian countries; transport and industrial, technological cooperation of the Caspian states as a condition for regional security; transport infrastructure as a factor of accelerated interstate economic integration and development; pipeline infrastructure; route selection; transport contribution to the development of regional tourism: world experience, demand for the Caspian region education as a factor of integration; world experience, Caspian prospects; the role of the Cossacks in the development of social and economic integration of countries in the Caspian region; innovations in transport, optimization of the distribution of productive forces.
The conference consisted of three sections. "Transport infrastructure as a factor of spatial unity of the countries of the Caspian region", "Innovations in the economy, transport and industrial complex as an alternative choice for the integration development of the Caspian littoral states", "Transport as a factor of accelerated social development, territorial development, rapprochement of peoples and tourism development in the Caspian region".
The Third International Scientific and Practical Conference "Transport and Industrial Potential of the Caspian Region Countries: State, Problems, Prospects of Integration" is scheduled for May 3-1, 2013.
On December 16, 2011, the first conference "Free Economic Zones on International Transport Corridors — centers of intensive regional and sectoral development"was held. The conference included sections on "Free economic zones on international transport corridors", "Free economic zones as a mechanism for strategic management of Russian regions and foreign countries" and "Free economic zones as innovations in the industrial, transport and tourism sectors". Free economic zones were considered as a mechanism for intensive development of regions and a factor for improving the structure of the cargo base of transport corridors, increasing their efficiency and competitiveness. They discussed the diversification of production activities of transport hubs and facilities and options for energy supply of local economic facilities in the conditions of the North of Russia.
The second scientific and practical conference "Free Economic Zones on International Transport Corridors-centers of intensive regional and sectoral Development" was held on December 14, 2012.
The reports of its participants comprehensively examined the strategic frontiers of Russia's economic development in the context of international integration; industrial potential as the basis for socio-economic development of the country and regions; alternatives to using Russia's raw material potential; the role of free economic zones; the country's energy supply requirements in the context of globalization; energy supply options for local economic facilities in the North of Russia; the transport complex within the framework of intra-industry cooperative development; general economic multiplier effect of transport development; economic, political and demographic factors of increasing the pace of economic development in Russia and its regions.
The conference was organized in three sections: "International transport corridors as a basis for mutually beneficial economic regionalization of macro-regions with the formation of intensive development centers", "Free economic zones and clusters as a mechanism for strategic management of the development of Russian regions", "Free economic zones as a mechanism for attracting investment and managing innovations in the industrial, transport and tourism sectors".
On March 14, 2012, the Institute of Oriental Studies hosted a round table "Transport Strategies of the Eurasian States", organized by the Institute of Oriental Studies of the Russian Academy of Sciences, the Eurasian Transport Innovation Center, the Trapeznikov Institute of Management Problems of the Russian Academy of Sciences, the Moscow State Academy of Water Transport, and the Moscow Institute of Transport Engineers. The round table discussed the place of the Eurasian countries in the common transport system of the mainland and the world; international transport corridors, high-speed passenger traffic, transport needs of Russia; features of the strategy for the development of air transport in Europe, Asia and Russia; energy networks of Eurasia, transport problems of large cities and urban agglomerations, innovations in transport.
In accordance with the concept of activity of the CETI IB RAS, its main direction is to study the economic, technological, and commercial aspects of the emerging market.
the Asian energy market and individual country or regional components, as well as the transport sector of the economies of the region and the east of Russia. Relations in the energy sphere, which lie in the plane of such disciplines as political science, conflictology, and others, inevitably bring research to an interdisciplinary level. The most important task of the Center is to coordinate the research of all departments of the Institute related to energy and transport issues. An essential aspect of the Center's activity is the training of specialists in research and analysis on the basis of postgraduate and doctoral studies at the Institute of Information Technology of the Russian Academy of Sciences.
