Public-state training (UCP) of the personnel of the Armed Forces of the Russian Federation in the 2000 academic year is aimed at explaining to the troops (forces) the state policy in the field of national defense and military reform, strengthening the rule of law and military discipline, maintaining high combat readiness of formations, military units and ships, and successfully performing combat training tasks.
Standard curricula are mandatory for implementation in all military administration bodies and troops (forces).
Taking into account the specific nature of the tasks to be solved, the situation in the areas where the troops (forces) are stationed, the level of training of the military personnel, and the degree of psychological and physical stress on the personnel, the educational authorities may make necessary additions to these plans: clarify the wording and sequence of studying the established topics, redistribute the recommended training hours, and change the methods of conducting classes.
The calendar training plans developed in military units in accordance with the specified additions and the number of training hours established for the year (training period) are approved by the relevant commanders (superiors) and included in the combat (command) training plans.
The reserve of study time is used during the academic year (training period) to address new educational and training tasks, such as studying current legislation, documents on current issues of military reform, the history and traditions of troops (forces), military units (ships), and discussing pressing issues related to strengthening military discipline, maintaining law and order, and training and education of military personnel.
The procedure and norms for using the reserve of training time in subordinate troops (forces) are established by the educational bodies of the Armed Forces, branches of the Armed Forces, military districts (fleets), and their equivalents.
